INTERNATIONAL COOPERATION
International cooperation is of importance to assure uniformity and
harmonious progress in metrology. NRLM promotes various kinds of
international research cooperation as well as technical cooperation for
developing countries.
NRLM takes leadership for international measurement standards in the
Asia Pacific Region, performing as the Secretariat of
Asia Pacific Metrology Programme (APMP)
. The Director General of NRLM chairs the APMP. The APMP is
the oldest continually operating metrological grouping in the world, and is
responsible for developing international recognition of the measurement
capabilities of the region's national and territorial measurement
laboratories.
NRLM also takes the national secretariat's seat for the two
metrological conventions, i.e., the Convention of the Metre and the
Convention Establishing an International Organization of Legal
Metrology (OIML), sends delegations to the general conferences and
meetings of these bodies, conducts cooperative research on international
subjects, and manages internal arrangements for the Research Liaison
Committee for International Metrology.
NRLM maintains close links with national standard institutes of
other countries to carry out widely-ranging cooperation, such as joint
research programs on bilateral agreements and interchanges of research
information and scientists.
In response to continuous demands by developing countries, NRLM
provides a variety of cooperative programs. The project "Join Research
for Transfer of Technology" has been carried out with southeast Asian
countries since 1974 for technical transfer of standards and measurement
technologies.
NRLM has been conducting Group Training on Metrology and Measurement
Standards under the support of the Japan International Cooperation
Agency (JICA) since 1973, and has held the International Symposium on
Metrology and Measurement Standards in Developing Countries (ISMET).
