The National Research Laboratory of Metrology,
as a national standard laboratory in Japan, has been establishing,
maintaining and disseminating standards of length, mass, time and
frequency, temperature,
and so on, along with researches on measurement technologies in science
and industry.
It also conducts inspections, tests and calibrations
in accordance with the Measurement Law and cooperative researches with foreign
standard laboratories under international treaties on metrology.

The role of NRLM is to
1) Perform research on the national primary standards of the five basic units (length, mass, time, temperature and amount-of-substance) and the derived units (density, force, pressure and so on) as the national standards.
2) Perform research on applied measurement technologies based on these standards.
3) Transfer and provide the standards and related technologies to the fields of science and industry.
Our research is advancing in cooperation with activities of the Convention of the Metre, OIML (Convention Establishing an International Organization of Legal Metrology) and ISO(International Organization for Standardization).
NRLM consists of four research departments - - Quantum Metrology, Thermophysical Metrology, Mechanical Metrology and Measurement System - - in Tsukuba and one measurement system center(branch) in Osaka.
NRLM provides legal calibration services and transfers metrological technology to developing countries.

Brief History of NRLM
| 1885 | Japan joined the "Convention of the Metre"

| 1903 | The Central Inspection Institute of Weights and Measures (former name of the NRLM) was organized with its main office in Tokyo and a branch in Osaka. |
| 1959 | The complete and compulsive use of the Metric System was put into force in Japan. |
| 1961 | Institute was renamed The National Research Laboratory of Metrology. Japan joined the "International Organization of Legal Metrology". |
